This 2-week course uses the Goal-Oriented Project Planning (GOPP) model, which relates systematically the important components of a project or program aimed at relevance, performance and sustainability. Being an outcome or results-based planning, it has an imbedded mechanism to identify how programs can produce greater public benefits at a lower cost towards the solution of the identified problem. Accountability is also an element in the planning process so that the indicators for the measurement of success in solving the problem are objectively verifiable and tools for the means of verification are operationally designed. The output of the course is a project/program plan in a logframe matrix.
